As the United States faces the possibility of a federal government shutdown, the President Donald Trump administration has begun outlining which services will be paused if Congress fails to pass a spending deal. The Department of Health and Human Services is expected to furlough around 41% of its staff, a major blow to one of the country’s largest federal agencies.

This means thousands of employees could be placed on temporary, unpaid leave, even as critical services such as patient care, emergency responses, and hospital operations continue to operate under reduced capacity.

Shutdown plans reveal that not all federal work will come to a standstill.
