Japan has declined a request from the United States to suspend energy imports from Russia, citing the country’s heavy dependence on foreign fuel and the need to ensure stable energy supplies. The decision underscores Tokyo’s cautious approach in balancing its alliance with Washington against its economic and energy realities.

According to government officials, Japan will continue to import liquefied natural gas (LNG) and other energy products from Russian projects, including the Sakhalin-1 and Sakhalin-2 ventures, which provide a significant portion of Japan’s natural gas needs.

Japan relies on imports for nearly 90 percent of its energy consumption, with LNG accounting for a major share of its power generation mix. Since the Fukushima nuclear disaster in 2011, the country’s dependency on fossil fuels has increased, making energy diversification a national priority.

Officials in Tokyo stated that halting imports from Russia would jeopardize Japan’s energy stability and increase costs for households and industries. “Energy security must come first,” one senior official said, adding that Japan will act based on its “national interest and economic necessity.”

The US had urged its allies to further isolate Moscow economically by cutting energy purchases, following ongoing tensions related to the Russia-Ukraine conflict. While Japan has joined several Western sanctions, it continues to cooperate in limited energy partnerships with Russia to maintain domestic supply stability.

Tokyo clarified that its participation in Western sanctions remains firm, but the energy sector is treated as a separate issue essential to Japan’s national resilience.

Japan’s stance highlights a growing divide among Western allies over how far sanctions should extend into energy trade. Other Asian nations, including India and China, have also maintained or increased their energy dealings with Moscow.

Analysts believe Japan’s decision reflects the country’s pragmatic approach, balancing global alliances with the immediate need to secure affordable and reliable energy for its citizens.
